Somethings wrong with my ?

This morning I woke up and my (sack) was somewhat itching. Upon scratching it, it felt different than usual. Since I've looked at it, there are like bumps on it like the hair follicles are swollen or something...My is also larger than normal in the front where the bumps are. The bumps are on the front and a bit on the side of my . Since I've showered the itching has subsided a bit but my is still larger than it usually is and feels sort of leathery. When I touch it i don't really feel the touch, I feel the pressure if i poke it but i cant really feel my finger on it, or anyone else's finger on it. Like i said, the front part is kind of thick when you squeeze it, it feels like theres something in there aside from my testicles and they feel like they have moved further back in my , or the scrotum is just swollen so much in the front that it feels like that. If I feel the back of it, it feels normal but the front is how I've described. What could this be? This has never happened before and I dont play with my scrotum. I've never had so I know it isnt an STD. The bumps or rash or whatever look rather gross/odd. Any ideas on how to treat this and/or what it is would be amazing.
