For those who spout 'Bushs job creation record was the worst' - Tell me how to create jobs @ 4.5% unemployment?

To create full employment of the populace you need to radically alter the dynamics of the economy. In the current American system 5% unemployment is pretty much the best you can hope for. Economists will argue that having a decent amount of unemployed able workers is advantageous as they can fill jobs when they are needed. On an unrelated note, it's a little ridiculous to ign blame to one political party or the other for recessions. You can blame the current recession on the FED chairman and Clinton's housing bubble, but at the same time Clinton's recession can be blamed on his Republican Congress. No point arguing about this though, as it seems some people are just stuck in partisanship.
