Should I tell him I love him - he's my best friend?

I've known him for about five years now. He was my brothers best friend. Over the past year, we got really close. We're girl-boy best friends. He dated my friend Vicki. They broke up, but he still wants to be with her. On new years while really intoxicated he admitted to liking me over the summer. When together he's flirty, flicking me and tickling me. I love him. Should I tell him? I don't want to put our friendship in jeopardy.
