Is it legal for my brother-in-law to sign a mineral lease agreement on land jointly owned by my husband?

My husband and his brother jointly own some inherited property in northwest Louisiana. My brother-in-law lives in the house, and we found out last week that he had signed a mineral lease with a gas exploration company and received a bonus check. Is this legal?
